Between 22nd – 23rd October 2025, CaDev participated in a Technical Working Group meeting held at the Urban Hotel, Lusaka, focusing on revising the SWM guidelines for private service providers.

Hosted by BORDA Zambia with support from BMZ, the meeting brought together key players including Franchise Contractors Associations, Lusaka City Council, LISWMC, BORDA Zambia. CaDev was represented by Mathews Mwela Chansa

Divergent views emerged on the role of informal waste collectors, while contractors called for their ban, LISWMC emphasized their integration and formalization within the waste management value chain.

Source separation remains a major challenge in Zambia, requiring collaboration between waste generators and collectors. Partnerships with recycling companies were recommended to promote efficiency and reduce costs.

Current waste collection fees are insufficient to cover operational costs, prompting calls for a review by LISWMC.

The draft document will undergo further revision by BORDA Zambia in consultation with LISWMC, with final acknowledgments to all contributing institutions and individuals.
